I haven't personally tried host4.biz or inet.ws, so I can't give a direct comparison there. For providers I'm less familiar with, I usually check for recent reviews and threads on the forum to see what others are experiencing. Sometimes you find a hidden gem, but it's worth doing a quick search first.

For specifications, aim for at least 1GB RAM to comfortably run your web server, database, and forum software, especially if you anticipate future growth. Disk space isn't usually a major concern unless you expect many user attachments, so 10-20GB is often sufficient.
