I've been using GoDaddy with 8 vCPU. It's really cheap if you are using a self-managed plan and the performance is just the best. Also, you can get a lot of different paid options such as content migration, SSL installation, disk space audit, etc. Last year I've managed to buy apartment in Cannes and I've been managing my own server since then so I can say that it works pretty well in Europe.

I was using the starter package before and it's pretty good.
