VPS accounts from kvchosting.net (https://www.kvchosting.net/cheapvpshosting.html) and legionbox.com (https://legionbox.com/virtual-servers/) are to my liking and I have to select the best one for hosting a forum, so which one is the best to have a deal with?

What are your specific requirements? Server location? Budget?
As for me, kvchosting.net plans look better. Also they have good reputation in the hosting market.
Servers are located in the USA. pricing, features are nice.
