Comparing VPS accounts from libertyvps.net and kvchosting.net, which plan should I buy as I want to host a forum?

They are different companies by region. But since you mentored libertyvps.net  at the first place it seems you are looking for EU based ones.
In this case I would recommend you also to have a look at:

Legionbox.com (https://legionbox.com/virtual-servers/) and hosting.uk VPS accounts are decent and trustworthy.
The features provided are excellent and the prices competitive.

I signed up with kvchosting.net web host and everything went very smooth. The uptime is very good and I haven't faced any problems yet.

I would highly recommend kvchosting.net to every webmaster looking for a reliable web host.
They have impressed me so much over the past 7 months that I have given up my dedicated server and use them exclusively.
