Comparing shared plans from kvchosting.net and libertyvps.net, which plan is better for hosting a blog?

If you are looking for a good host, with excellent support and all at reasonable prices then kvchosting.net (https://kvchosting.net/) is the way to go.
The support is incredible, they are available 24 hours. They worked with me to answer all of my questions pre-sale.

Personally I like kvchosting.net hosting service. The cpu load from other users is pretty low, and even if the disks look full on cpanel they seem plenty responsive. Their goal seems to be to satisfy customers, not to make it difficult to switch hosting.
