I'd draw your attention to VPS accounts from ewallhost.com and hostingsource.com. Very friendly and fast support, they know what they are doing. Good and fast servers.

I'd normally look for in below order:
 - support (technical support is very important),
 - value for price (you will get what you pay for),
 - uptime and reliability.
